Alpine Community Planning Group Holds Special Meeting
Caltrans Representatives will be Present to Discuss I8 Project
On Thursday, November 3, 2022 at 6:00 pm, the Alpine Community Planning Group will hold a special meeting. During this meeting, Caltrans District 11 will have 3 representatives present to discuss and answer questions from the community regarding the I-8 long term lane reduction from Viejas Creek to Pine Valley. The Caltrans representatives present will be Gus Silva, Senior Construction Transportation Engineer, Albert Labrador, Resident Engineer, and Barbara Cosio Moreno, Public Affairs Manager. The meeting will be held at the Alpine Community Center at 1830 Alpine Blvd., Alpine, CA, 91901. Below is the agenda for the meeting.

2. ACPG Statement: The Alpine Community Planning Group was
formed for the purpose of advising and assisting the Director of Planning,
the Zoning Administrator, the Planning Commission and the Board of
Supervisors in the preparation, amendment and implementation of
community and sub–regional plans. The Alpine Community Planning Group
is an advisory body only.

ACPG on any subject matter within the ACPG’s jurisdiction that is not on the
posted agenda.

G. Organized / Special Presentations
1. Representatives from CalTrans will make a presentation to the
group and the community on its Eastbound I–8 Pine Valley Pavement
Project. The project covers 10 miles from Viejas Creek Road to just west of
Pine Valley Creek Bridge. Work on Viejas Creek Road to SR–79 will replace
the right lane and outside shoulder with Continuously Reinforced Concrete
Pavement (CRCP), the left shoulder with hot mixed Asphalt, and install
drainage improvements. The project commenced in September and work
is scheduled through the end of December. Presentation, Discussion &

2. The San Diego County Sanitation District is currently evaluating a
range of proposed annual rate increases and capital improvements.
County staff will make a presentation to the group and the community
about the proposals and will be available to answer questions.

3. The County of San Diego Planning & Development Services is
developing a program that would remove graffiti on private properties in
the unincorporated County for free. Currently, private property owners are
responsible for graffiti removal and even subject to code enforcement
action such as citations if they do not remove graffiti on their property.
The new program would utilize a contractor to respond to reports of
graffiti and to remove graffiti on private property at no charge, with the
property owner’s consent. The county will hold 2 public virtual meetings
in November to talk about the program; they are scheduled for Monday,
November 7 and Wednesday, November 9 at 6pm. For more information:

4. The County of San Diego Board of Supervisors is assessing the
demand for expanding the regionwide Community Identification Signs
program. This program includes community signs ranging from small
white–on–green roadside signs up to larger ground mounted or street–spanning signs. The county is soliciting
feedback from stakeholders on demand for signs, community funding interest, and implementation and/or funding priorities for underserved communities. The group will review a brief presentation on this topic and may consider recommendations at this meeting. Presentation, Discussion & Action
5. The owner/applicant of a property located at 3547 “C” East Victoria Drive, Alpine, CA has applied for a
discretionary permit for a major use permit to install a wireless cell tower and new ground equipment (PDS2021–
MUP–21–004). The cell tower will be a mono–tree type facility and will replace an existing 30’ tower with a 60’ tower. The Group may make a recommendation on this application. Presentation, Discussion & Action
6. The San Diego County Department of Public Works (DPW) has requested the ACPG’s participation in
identifying a prioritized list of transportation improvement projects on the county-maintained road network in
Alpine. Project types include the following:
i. Road Reconstruction/Reconfiguration/New Roads: Improvements include adding and/or modifying
street lighting, lanes, turning lanes, roundabouts, or bike lanes to improve safety and/or increase
roadway capacity.
ii. Bridges Repair/Reconstruction: Improvements include adding and/or modifying street lighting, lanes, or
bike lanes to improve safety and/or increase bridge capacity.
iii. Sidewalk/Pathways/Pedestrian Access Ramps: Improvements include sidewalks, pathways, and ramps
that promote safety and walking in the community.
iv. Drainage: Improvements include corrections to storm drain problems on roadways or dip sections.
v. Traffic Signals: Installation of traffic signals to improve safety and traffic operation.
vi. Intersections: Improvements could include new signals and turn lanes to improve safety and traffic
operation.
